You can rip a bill in half and tape it back up. Any bank should accept it and so just about any merchant would as well. I wouldn't put it in any machine though.
Damaged bills are normally taken out of circulation. I'm not familiar with the process, but they are still legal tender until that point.
BTW, don't let anyone catch you damaging/defacing paper notes. I hear that's a crime.
