I'd say more in the west, judging by the dusty/sandy air and double yellow marking lines.
Those are some massive holes in that grate on the left. You'd lose your foot down that thing.
The stop line before the crosswalk - wherever this is, they drive on the right, not the left like Japan or England.The mail pickup box is reminiscent of those I have seen in US cities - These were similar in shape to mail drop boxes, but painted olive instead of blue. This could be a picture from any number of dying US cities - Detroit, Cleveland..
Seeing how dirty it is and with those graffiti on the mailboxes - reminds me of New York city. It really looks like those streets near the Hudson from where I used to work.
All I can think is that if I had to walk around carrying a big old guitar case, I would not be wearing those heels. Ouch.
