When you're painting photorealism, you have to go into tiny tiny details to make it feel real. It's easier when it's raining, because the water obscures a lot of lines, so you are allowed to be a bit more sloppy. The artist of this picture did a really good job, but the thing that keeps this from being photorealistic is the impressionistic tendencies in his/her style. Sloppy lines and blending colors - this can especially be seen in the tree to the left. The initial impression feels real though. The thing that first gave the picture away (for me anyways) was the person on the stairs; especially her feet looks unrealistic and flat compared to the surroundings.
