Actually, I think the frog is intended to be a caricature of Donald Trump, given the slogan on her hat.

Somehow Pepe got appropriated by a certain group of people online who were supporting Trump. Hence why some people now believe that Pepe is a hate symbol used by white supremacists and the like.
