I think it's just the design of the clothes that looks as if the waist is unbalanced.
Also the camera is slightly taken from low angle facing up so that makes as if their thighs are unbalanced from the shoulders of the characters. The character's posture also affects etc.

As a medic, you are both right and wrong. You are right on how those things work, but, in this picture, their hips are either to large or misaligned with their waists. If you looked at pictures of real people that have the same or similar angle, you'd find things look very different. But, again, your reasoning isn't wrong, just, that it wouldn't fit this picture. They have such slim frames though, but they were given incredibly thick thighs along with very bowed legs. It just looks like totally different characters from the waist down, imo.
