A town of a few hundred to a few thousand living in this era would absolutely require a farm. But that small number would have no reason to restore or rebuild and maintain most of the old city. I would expect only the facilities they use to be in any reasonable shape.
Setting up a town in or adjacent to an old city will have several advantages. Even with the city in this shape, there should be a great deal of stuff there they would find useful.
