Hello! They can just start posting with a normal account, the cotributor status doesn't give you anything other than the posts being accepted automatically.
So, to answer your question, no. You have to earn contributor status by having a considerable track record of good, approved uploads.
It must also be noted that this is not really a site for people to post their own art. We have encountered very few people who could create things at the level of quality we desire.
They'd probably be better off on DA, Tumblr, or Pixiv.
